Got this link from milehighpoker.com and found it to be an interesting read. It details the banks and their concerns over the UIGEA (money transfers, enforcement, etc.). It seems the banks oppose this act almost as much as the poker community does.

They should. The way the law is written they have to determine not only which transactions are related to "illegal internet gambling" they also have to determine what constitutes "illegal internet gambling". It's a really poorly written bit of legislation.
